CASR Condemns NIA Notice to Anti-Displacement Activist Damodar Turi

The Campaign Against State Repression (CASR) strongly condemns the recent actions of the National Investigation Agency (NIA) in Hyderabad, which has issued a notice to Damodar Turi, a long-time anti-displacement activist, in connection with FIR RC-04/2025/HYDERABAD. This case, initiated two months ago, is yet another example of the state’s ongoing harassment of individuals who challenge the exploitation and marginalization of indigenous communities, particularly those resisting displacement due to mining and industrialization.
Damodar Turi, a dedicated activist for over three decades, has been at the forefront of movements against the forced displacement of Adivasis and indigenous communities in Jharkhand and across India. As a founding member of the Visthapan Virodhi Jan Vikas Andolan (VVJVA), a pan-India anti-displacement organization, Damodar Turi has worked alongside other prominent human rights advocates, including Stan Swamy and B.D. Sharma, to raise awareness about the systematic dispossession of tribal people from their land in the name of development.

“Bhima Koregaon” prosecution: The punishment continues

Five years and five months after their arrest in the “Bhima Koregaon” case on 7 September 2020, Sagar Gorkhe and Ramesh Gaichor were granted bail by the Bombay High Court on 23 January 2026 and released. The detailed order that was uploaded by the court recently grants bail on grounds of delay in trial and parity with co-accused already on bail. Sagar Gorkhe and Ramesh Gaichor are cultural activists. The bail order’s importance is in its application of the consistent jurisprudence of the Supreme Court on delay and infringement of fundamental rights of prisoners.

Released on Tuesday at the Press Club of India in New Delhi, the book “Umar Khalid and His World: An Anthology” seeks to “widen the circle of companionship” around anti-CAA activist Umar Khalid and serve as a tribute to those jailed or targeted for speaking out against injustice, the organisers said.
… The book further accuses the regime of responding to dissent with a “brazen witch-hunt,” referencing cases such as Bhima Koregaon and the Delhi riots, and alleging that misinformation and media trials were deployed to incarcerate what it terms “foot soldiers of the Constitution.”

There were also people who had faced incarceration in cases such as the 7/11 Mumbai train blasts before eventually being acquitted. Some sat quietly taking notes. Others listened with folded arms. The Supreme Court of India’s September 16 order granting six weeks of interim bail to Mahesh Raut, one of the 16 arrested in the Bhima Koregaon case, is a study in judicial contradiction. The interim bail on medical grounds, though an act of compassion, paradoxically highlights legal injustice. To understand this, we must look beyond the interim bail and focus on the well-reasoned bail order granted by the Bombay High Court on September 21, 2023.

The original programme commemorating Father Stan Swamy, planned for August 9 at St Xavier’s College, Mumbai, was cancelled following objections raised by ABVP activists.
The annual Stan Swamy Memorial Lecture, initially cancelled by St Xavier’s College, Mumbai, will now be held on Saturday in Nariman Point, which the attendees can join virtually.
The lecture is being organised by a coalition of civil society groups, including the People’s Union for Civil Liberties (PUCL), Samanvaya, People’s Union for Democratic Rights (PUDR), Karvaan-e-Mohabbat, and International Solidarity for Academic Freedom in India (InSAF India).

The government is delaying the trial without even starting it, as there is no evidence to establish fabricated charges against the accused, and for buying time to produce false witnesses and false evidence.
… Dr Hani Babu, a Keralite professor at Delhi University, has been facing this kind of ‘punishment’ for more than five years. Hani Babu’s crime is that he campaigned against caste-based injustices and social inequalities. He has been arrested and sent to a Maharashtra jail in the Bhima-Koregaon-Elgar Parishad case, which has implicated leading rights activists in the country, from Stan Swami to Sudha Bharadwaj.

Your Excellency Shri. Chandrapuram Ponnusamy Radhakrishnan, Governor of Maharashtra.
I write to you with grave concern regarding the recently passed Maharashtra Special Public Security Bill, which now awaits your assent. Though presented as a tool to combat “urban naxalism,” The Bill introduces vague, overboard, and ideologically biased provisions that pose an immediate threat to international and constitutionally protected rights and will criminalize dissent in the state.
The Honorable Chief Minister, Devendra Fadnavis, has asserted that the law will not be used to suppress government critics. However, the term “urban naxalism” has no legal definition in Indian law. It is a rhetorical and politically charged phrase – popularized in media and political discourse, not jurisprudence. Its vagueness allows it to be weaponized against civil society, often conflating peaceful dissent with sedition or terrorism. There is a troubling precedent. The Bhima Koregaon case, in which 16 activists were arrested under the Unlawful Activities (Prevention) Act UAPA, demonstrates how this label has been used to detain individuals for years without trial.

Why Hany Babu Writes From Prison

July 28, 2025 marks the fifth year of Babu’s arrest. In the past five years, he has written several times to his wife, daughter and other family members.
The best way to harm an academic is to simply lock them out of their computer and deny them access to their years of research. This is exactly what had happened to Hany Babu M.T, a professor at the Delhi University, when the Pune police had first raided his house on September 10, 2019. Ten months later, on July 28, 2020, Babu was arrested, as one of the 16 persons implicated in the Elgar Parishad case.
